Those advertisers who want to target specific conversions must have at least 15 conversions in 30 days to use this. The conversion history allows Adwords to predict future conversions. Conversion Optimizer automatically applies own bid adjustments it is incompatible with new enhanced campaign bid adjustments  across days, times, location etc. Display bids will also be ignored if Conversion optimizer is turned on. One can have two options for this type of bidding : Target CPA is the average CPA you are willing to pay & Max is the maximum  per conversion. Maximum CPA will be discontinued in 2014. Google recommends CPA based on history which can be used.
